I know of no vacancy at Hongkong to which Col. Mollem can be appointed. In a recent minute, however, Major Kimberly suggested that it might be necessary that Deane, the head of the police, should be induced to exchange with some other police officer, such as Col. Fraser, of Trinidad or Col. O'Brien of Mauritius.
Col. O'Brien's salary in Mauritius is £1000 p.a., W. Deane's at Hongkong is £800 p.a.: therefore we could not expect Col. O'Brien to make the exchange, while Hongkong salary remains on its present footing - or downs is said to be a good officer, but we ought to know more about him before appointing him to so important
